The United States District Court for the Western District of Louisiana announced on Apr. 18 that it has established a Civil Pro Bono Panel, which became a permanent program in December 2025.
The panel aims to improve access to legal services for pro se inmates pursuing civil claims and to help the court manage its docket more efficiently. It also offers attorneys an opportunity to gain experience in federal litigation, including participation in jury trials.
According to the court, it is seeking licensed attorneys who are admitted to practice and in good standing within the Western District of Louisiana. These attorneys must have current malpractice insurance and be willing to represent pro se inmates in civil matters. Most cases involve civil rights claims brought by inmates or pretrial detainees under Title 42, Section 1983 of the United States Code, challenging conditions of confinement or use of force.
Attorneys who volunteer for these assignments may receive reimbursement for costs and expenses up to $2,500 and attorney fees up to $5,000. Reimbursements are subject to motion and order by the court.
