Attorney General Liz Murrill’s Medicaid Fraud Control Unit arrested a Shreveport woman on April 15 for allegedly providing medical services to patients without a license since at least 2019.
The case involves Letatia Vance-Norris, owner and operator of Total Health Family Clinic. The investigation began after the Shreveport Police Department’s Investigative Unit opened a complaint involving Vance-Norris. She is accused of practicing with a suspended Physician Assistant’s license and using billing information from other nurse practitioners to bill Medicaid for services she provided herself, without their knowledge.
According to the Louisiana Department of Justice, which serves as the primary legal office for the state under an independently elected attorney general, agents from the Medicaid Fraud Control Unit executed search warrants at Total Health Family Clinic in cooperation with local law enforcement agencies. They interviewed medical professionals who confirmed that Vance-Norris had been treating patients despite her exclusion from participating in both federal and Louisiana Medicaid programs since late 2021 and 2022 respectively.
Murrill leads the Louisiana Department of Justice as attorney general according to the official website. Vance-Norris was booked in Caddo Parish before being transported to East Baton Rouge Parish Prison. Her bond has been set at $10,000 per count, totaling $40,000. The Louisiana Department of Health assisted by securing termination letters related to Vance-Norris and her clinic. “Attorney General Liz Murrill thanks the Shreveport Police Department and the Caddo Parish Sheriff’s Office for their help on this case. The Louisiana Department of Health also worked on securing termination letters for Vance and Total Health,” said Murrill.
The investigation remains ongoing. All persons are presumed innocent until proven guilty.
