James Bledsoe, a resident of Louisiana, has filed a lawsuit against a local property investment company, alleging violations of the Americans with Disabilities Act (ADA) and the Louisiana Commission on Human Rights (LCHR). The complaint was lodged in the United States District Court for the Western District of Louisiana on December 5, 2025, targeting S & AL Property Investments LLC.
Bledsoe, who suffers from T-2 paraplegia and requires a wheelchair for mobility, claims that the property owned by S & AL Property Investments LLC at 3101-3103 N. Market Street in Shreveport is not accessible to individuals with disabilities. According to the lawsuit, Bledsoe encountered several architectural barriers during his visits to the site, which houses a gas station and laundromat. He alleges that these barriers prevent him from accessing services and facilities available to the general public. Specifically, Bledsoe cites issues such as inadequate signage for accessible parking spaces, uneven surfaces along access routes, and obstructions like an ice machine blocking pathways.
The plaintiff argues that these conditions violate Title III of the ADA and relevant sections of the LCHR. The lawsuit contends that removing these barriers is feasible and would not impose an undue burden on the defendant. Bledsoe seeks injunctive relief to compel S & AL Property Investments LLC to make necessary modifications to ensure compliance with disability access laws. Additionally, he requests compensatory damages under state law for what he describes as discriminatory practices by the defendant.
Bledsoe’s legal team includes attorneys Andrew D. Bizer, Garret S. DeReus, and Eva M. Kalikoff from Bizer & DeReus LLC based in New Orleans. They are seeking not only damages but also attorney fees and costs associated with bringing this action forward. The case has been assigned Case No. 5:25-cv-01953 in front of an unspecified judge at this time.
