New Orleans man pleads guilty to carjacking incident

MILTON CARTER, a 34-year-old resident of New Orleans, has pleaded guilty to carjacking before U.S. District Judge Greg G. Guidry on July 8, 2025. The charge against Carter stems from an incident on April 21, 2023.

Court documents reveal that New Orleans Police Department officers responded to a 911 call reporting that Carter was threatening his romantic partner with a firearm in the parking lot of a business on Bienville Street. Upon arrival, officers found Carter carrying a backpack containing a Ruger Model EC9S nine-millimeter handgun. This weapon had been stolen during a carjacking at St. Bernard Ave., approximately 36 hours prior.

The victim of the carjacking identified Carter in a photo lineup as the individual who pointed a sawed-off shotgun at her head and commanded her to exit her vehicle before driving off with it. When the vehicle was later recovered, the Ruger handgun was missing from its glove compartment.

Carter now faces potential penalties including up to 15 years in prison, fines reaching $250,000, three years of supervised release, and a mandatory special assessment fee of $100.

This case is part of Project Safe Neighborhoods (PSN), which aims to reduce violent crime and gun violence through collaboration between law enforcement agencies and community groups. The initiative emphasizes trust-building within communities, supporting violence prevention organizations, setting strategic enforcement priorities, and evaluating outcomes.

The investigation involved both the Federal Bureau of Investigation and the New Orleans Police Department. Assistant United States Attorney David Berman is handling the prosecution for this case.
