A New Orleans City Park Police officer has been arrested by agents from Attorney General Liz Murrill’s Louisiana Bureau of Investigation (LBI) on charges related to indecent behavior with a juvenile.
Clarence Lee Evans, 45, of New York Street in New Orleans, was taken into custody on November 12, 2025. He faces two felony counts of indecent behavior with juveniles and one felony count of contributing to the delinquency of juveniles.
According to investigators, Evans traveled twice to St. Landry Parish after making contact with a juvenile female through an online social media application called ‘Just A Baby.’ During these trips, Evans brought the juvenile to hotels where he provided her with his semen. The semen was then manually inserted into the minor for the purpose of conceiving a child. Investigators said that there is no evidence at this stage that sexual intercourse occurred between Evans and the juvenile.
The arrest followed a joint investigation involving several agencies: The Louisiana Bureau of Investigation, Homeland Security Investigations, the New Orleans Police Department, the St. Charles Parish Sheriff’s Office, the St. Landry Parish Sheriff’s Office, and New Orleans City Park Police Department.
Attorney General Liz Murrill commented on the arrest: “It’s always unfortunate when we have to arrest someone in the law enforcement community. But this should serve as an example that no one is above the law, especially as it relates to the exploitation of children. The Louisiana ICAC Task Force will leave no stone unturned in seeking justice for the victims of these horrendous crimes. I’d like to thank all our law enforcement partners for their assistance on this disturbing case.”
Evans was booked into Orleans Parish Jail and awaits extradition to St. Landry Parish Jail. No bond information is available at this time and authorities state that the investigation remains ongoing.
All individuals are presumed innocent until proven guilty.
