A local man is seeking court intervention after encountering alleged accessibility barriers at a fast food restaurant, raising questions about compliance with federal and state disability laws. The complaint was filed by Michael Lucas in the United States District Court for the Eastern District of Louisiana on April 13, 2026, naming Black Knight 24 LLC as the defendant.

According to the filing, Michael Lucas claims that Black Knight 24 LLC owns and operates the property located at 206 Superior Ave., Bogalusa, LA 70427, which houses a Popeye’s Louisiana Kitchen. Lucas alleges that during his most recent visit to the property in February 2026, he encountered several architectural barriers that made it difficult for him to access goods and services offered at the location. The complaint states that Lucas is a qualified individual with paraplegia who uses a wheelchair due to a spinal cord injury.

The lawsuit outlines that Lucas lives less than one mile from the property and has visited it previously. He reports plans to return but fears continued exclusion due to existing barriers. The document specifies: “During his visit, MR. LUCAS encountered architectural barriers while attempting to navigate the Property with his wheelchair.” It further details several alleged violations under both Title III of the Americans with Disabilities Act (ADA) and Louisiana Commission on Human Rights (LCHR) statutes.

The specific issues identified in the complaint include an absence of designated-accessible parking spaces; an impermissibly steep cross-slope on the promenade; restroom fixtures such as toilet paper dispensers, light switches, and soap dispensers being placed too high off the finished floor; lack of a rear-wall grab bar at the men’s restroom toilet; and other mobility-related ADA barriers yet to be identified pending inspection. The filing asserts: “Upon information and belief, all barriers to access and ADA violations still exist and have not been remedied or altered in such a way as to effectuate compliance with the provisions of the ADA, even though removal is readily achievable.”

Lucas contends that these conditions exclude him from programs, services, and activities available at the property and deny him equal opportunity compared to members of the general public. He claims that removing these obstacles would be “readily achievable” without placing an undue burden on Black Knight 24 LLC.

The legal action seeks multiple forms of relief from the court. Specifically, Lucas requests declaratory judgment stating that Black Knight 24 LLC is in violation of both federal ADA regulations and state LCHR requirements. He also asks for an order directing alterations at the property so it becomes accessible for individuals with mobility disabilities “to the full extent required by Title III of the ADA and LCHR.” Additionally, Lucas seeks compensatory damages under Louisiana law for what he describes as discriminatory conduct resulting in injury and loss. The suit also calls for reasonable attorneys’ fees, costs—including expert fees—and any other relief deemed necessary by the court.
